In addressing basic human protections please remember those who are in all areas of the country contending with a plethera of rights being denied. Here in South Carolina Sean Kennedy while minding his own business was brutally beaten to the point that his brain was severed from his brainstem, having no medical recourse. His attacker received 3 years in prison. In South Carolina there are no Hate Crime Laws, No 2nd Degree Murder Laws, and this crime was not even considered by our state to be "Violent". South Carolina does not report Hate Crimes to the FBI, although in this case it was investigated by the Police as being Hate-Motivated. Please read.
